Clothe Dryer plug in: I have done 110 plugins buy never 220.
Do I need to run romex from the breaker to the plug in location? If YES, how many? Or can I splice into existing wiring using junction boxes?

I may have missed part of your question but if all of the question came thru then no you cant use a 220 circuit for a 110. The only way is if you have a neutral in that 220 (4-wire circuit). Most likely you do not, so run a piece of 3-wire romex from your breaker to the light and then tell me what you need to know next. Let me know what your plan is first.
